Labour Fund and its division

The Labour Fund is a state earmarked fund operating since January 1990, whose trustee is the competent minister of labour. The main source of income of the Labour Fund are obligatory charges paid by employers for employed workers, and by self-employed persons. The tasks completed by the labour market institutions are financed from the resources of the Labour Fund, which is stipulated in details in article 108, paragraph 1 of Employment Promotion and Labour Market Institutions Act dated April 20th, 2004. Among other things, the unemployment benefits, scholarships for a period of education and activation allowances, integration benefits unemployment action plans, promotion and legal aid to the persons employed abroad and costs of equipment and activity of the job clubs are financed from the resources of the Labour Fund. The current situation on the labour market has a direct impact on the structure of expenditures of the Labour Fund.

In 2008 the Ministry of Labour and Social Policy intended a total amount of PLN 166 743 000 to finance the programmes for promotion of employment, mitigation of effects of unemployment and occupational activation in the West Pomeranian voivodship. The above-mentioned resources are divided in the following way:

35% is left at disposal of the Voivodship's Local Government to finance regional programmes and projects co-financed from the European Social Fund (ESF)
65% is given to the poviat local governments to implement the active labour market programmes and tasks specified in article 108, paragraph 1 of the Employment Promotion and Labour Market Institutions Act. The Voivodship Labour Office takes into account the following criteria at the distribution of financial resources for local governments of the respective districts:

  • the unemployed persons in the district;
  • the unemployment rate in the district;
  • the share of unemployed persons aged less than 25 years in the total number of unemployed persons in the district;
  • the share of unemployed persons aged more than 50 years in the total number of unemployed persons in the district;
  • the share of unemployed women in the total number of unemployed persons in the district;
  • the share of unemployed persons from the rural areas in the total number of unemployed persons in the district;
  • the share of long - term unemployed persons in the total number of unemployed persons in the district;
  • the index of taking employment;
  • the percentage share of expenses from Sectoral Operational Programme Human Resources Development (ESF)
  • coefficient of effectiveness measured by the number of persons covered by active labour market programmes.
